Schrunchie Beads  aka  "Sea Beads"

These plastic beads, with an offset hole through them, are the persistent remnants of "Hair Schrunchies" or "Scrunchies".
Schrunchies with beads are often referred to as "Bead Schrunchies".
These beads, tethered together with an elastic cord, are used to keep bundles of hair together, e.g., ponytails.
They are also used, sometimes in great quantities, on necklaces.

The elastic cord seems to be short-lived.
When it breaks, two to many long-lived plastic beads are released into the environment.
When the wearer is in the ocean or at the beach, these beads become "Sea Beads".
These beads are, unfortunately, often very prevalent on beaches.
